Launch of the Official Information Resource of the Regional Bitbon System Operator in the Republic of Kazakhstan

The development of the Bitbon System[i] at the international level involves establishing regional infrastructure that ensures the legal, technological, and organizational adaptation of the service ecosystem to the economic and legal requirements of various jurisdictions. The Republic of Kazakhstan has become the first country where such infrastructure is being developed. According to the approved Strategy, the development of the Bitbon System’s regional infrastructure[i] in Kazakhstan follows specific organizational, technological, and regulatory stages, each laying the foundation for the further operation of the Bitbon System services in accordance with national legislation.

Thus, as part of the Bitbon System Regional Infrastructure Development Strategy and preparation of the information-based platform for commercial launch in the Republic of Kazakhstan, the company “Integration in the Information and Communication Network — Kazakhstan” (Integration ICN KZ) was established in July 2025. Under a licensing agreement with the First Operator, it was authorized to act as the Regional Bitbon System Operator. On October 29, 2025, Integration ICN KZ received a permission from the Ministry of Digital Development, Innovation, and Aerospace Industry of the Republic of Kazakhstan to conduct activities related to the issuance and circulation of backed digital assets[i] (permit No. KZ31VWS00000002).

In accordance with the approved roadmap, the next stage was the launch of the official information resource of the Regional Operator in the Republic of Kazakhstan, which took place today, November 27, 2025, marking the beginning of the company’s public activities. The office of Integration ICN KZ is now fully prepared to conduct operational activities and is open for business meetings and negotiations with partners. Moreover, entrepreneurs and business professionals interested in participating in the digital transformation of Kazakhstan’s economy based on the Bitbon System infrastructure can contact the company’s representatives using any of the methods listed on the website.

Currently, Integration ICN KZ, as a licensed entity, is conducting comprehensive preparation for the launch of its activities related to the issuance and circulation of backed digital assets. As part of the implementation of the Bitbon System Regional Infrastructure Development Strategy in the Republic of Kazakhstan, the company is preparing the necessary documentation and carrying out organizational and technological measures aimed at:

issuing the Bitbon digital asset within Kazakhstan, accompanied by the publication of the corresponding Resolution on the issuance of a backed digital asset, developed in accordance with Order No. 78/НҚ dated April 26, 2023, issued by the Acting Minister of Digital Development, Innovation, and Aerospace Industry of the Republic of Kazakhstan “On Approval of the Rules on the Issuance of Backed Digital Assets”;

enabling the registration of a corporate Bitbon System account for legal entities and individual entrepreneurs;

launching the process of re-signing the public agreement by Integration ICN KZ with residents of the Republic of Kazakhstan who became Bitbon System Users under the Bitbon System Public Contract with Simcord LLC before the start of the Regional Operator's[i] activities in Kazakhstan;

the legal, organizational and technological implementation in the One Space application (the base service of the Bitbon System) to meet national legislation requirements in the field of backed digital assets and AML regulations for residents of Kazakhstan.

These measures will be implemented in several stages. During the first stage, in collaboration with the specialists in financial monitoring, a set of documents is being prepared for the publication of the Resolution on the Issuance of the backed Bitbon digital asset. Following this, under a distribution agreement, the supply of Bitbon digital asset units[i] will be carried out. This technological process will mark the official issuance of the backed Bitbon digital asset within the Republic of Kazakhstan. This will enable legal entities to purchase Bitbon digital assets and record them on their balance sheets for subsequent use in commercial activities based on the Bitbon System infrastructure.

At the second stage, residents of the Republic of Kazakhstan who became Bitbon System Users under the Bitbon System Public Contract with Simcord LLC prior to the start of the Regional Operator’s activities will be able to re-sign the public agreement with Integration ICN KZ through the One Space service. This process will be accompanied by the registration of a corresponding transaction in the distributed ledger of the Bitbon System. At the beginning of this stage, Users who have not re-signed the public agreement will face restrictions on conducting any operations involving the Bitbon digital asset in the Republic of Kazakhstan. Meanwhile, Users who have completed the re-signing process with Integration ICN KZ will have full access to operations with the Bitbon digital asset within the requirements of Kazakhstan’s legislation on backed digital assets and AML compliance.

Alongside these plans, Integration ICN KZ, with the support of the First Bitbon System Operator, continues comprehensive preparation for the further deployment of the regional infrastructure of the Bitbon System in the Republic of Kazakhstan.
